The Vice President, Rtd. Maj. Jessica Rose Alupo Epel, has made a green light regarding the cattle compensation, noting that the government is ready to deal with cattle compensation in a phased manner.
Alupo assured that the government will implement the livestock compensation program in the subregions of Teso, Lango, and Acholi, and therefore cattle claimants should not be diverted with unfounded messages because President Museveni committed to dealing with compensation, noting that during the launch of the program in Soroti City in 2023.

Her pronouncement follows the postponement of a meeting scheduled for last Friday, 30th May 2025, at State House Entebbe, where the president was to meet some selected leaders from Teso, Lango, and Acholi to discuss the way forward.

However, since the program was launched by H.E. Yoweri Kaguta Museveni on 26th March 2022 at Soroti University, Soroti City, the program has drawn mixed reactions from the beneficiaries, especially in the manner in which the implementers are handling the exercise.
She said the President started the launch of cattle compensation in Soroti in 2022, and as such, people should have confidence, urging that the government won’t abandon or withdraw from the implementation of the compensation program.

According to her, those who haven’t yet been compensated will be dealt with, citing that the government has allocated 80 billion.
In a letter dated 22nd May, 2025, written by the vice president inviting all chairpersons’ LCVs and District Councilors Lango, Acholi, and Teso, Alupo assured that the National Resistance Movement (NRM) government continues to embrace the economic recovery of all regions in Uganda that have been affected by any form of conflict since 1962.
In the same vein, the government is keen on ensuring that the whole country moves to upper-middle-income status through the livelihood programs of NAADS, OWC PDM, and EMYOOGA, among others.
She urged for non-destabilizing the program, citing that false messages have been relayed, misinforming the population with messages of no basis, which she said is unproductive and unsteady for giving the right information.
