The Serere County Member of Parliament, Hon. Emmanuel Omoding, has vowed to dedicate his next term to “serious work” focused on poverty eradication and development, following his receipt of the NRM flag from President Yoweri Kaguta Museveni.
Speaking after being endorsed by the President during his recent six-day tour of the Teso sub-region, Omoding assured the people of Serere that once re-elected in 2026, his leadership will mark a new phase of transformation, continuity, and accountability.

Omoding, who entered Parliament following the untimely death of his father, Hon. Patrick Okabe, said the current term has been about consolidating and completing what his late father started.

“This Kisanja that I am serving now is purely to implement what my father began. But once elected in 2026, my leadership will be for serious work, work that changes lives and uplifts Serere from poverty,” Omoding emphasized.
He noted that his future leadership agenda is aligned with President Museveni’s national vision of improving household incomes and promoting community-based development.

“I believe you have seen how the President has been moving across the country, promoting household income. And this household income initiative, I believe, will guide us here in Serere. We shall start by helping people through the Parish Development Model (PDM), ensuring that families get access to finances that help them grow out of poverty,” Omoding explained.
He said that the focus will be on forming and strengthening local groups engaged in agriculture and income-generating activities to move households from subsistence to the money economy.
“Our goal is to remove people from poverty and bring them to the middle-income level. We shall build groups to support agriculture and small businesses that can help improve people’s livelihoods,” he said.
The youthful legislator acknowledged the high poverty levels in Serere and pledged to work tirelessly to change that narrative.
“Especially in Serere, the poverty level is very high, and the population is growing fast. But we are going to lobby hard and ensure that our people get the best services and programs that benefit them directly,” Omoding assured.
He further stressed his commitment to transparency and accountability in government programs, particularly under the PDM, warning against corruption and misuse of public funds.
“NRM does not support corruption. If anyone is caught embezzling or mismanaging funds meant for the people, they will face the law. We shall ensure that this money goes to the right people,” he said.
Omoding revealed that his office will establish strict follow-up mechanisms to monitor the implementation of government programs, ensure proper beneficiary selection, and eliminate ghost groups that have previously hindered effective service delivery.
“We know there have been cases of misappropriation of funds here and there, but we shall take decisive steps to make sure the money benefits those who genuinely need it for development and improving their livelihood,” he added.
President Yoweri Museveni, while handing over the NRM flag to Hon. Omoding, urged the people of Serere to rally behind the party’s flag bearers in the 2026 general elections for continuity and effective service delivery.
The President commended Omoding for demonstrating humility and commitment in continuing his father’s legacy, and for aligning his development priorities with the NRM government’s poverty alleviation strategy. Museveni reiterated his call to voters to reject divisive politics and support leaders who are focused on development and stability.
“I urge you, the people of Serere, to vote for NRM flag bearers like Omoding who are working for progress, not confusion. We need leaders who understand the NRM line of transforming households through production and development,” the President said.
