The Minister of State for Fisheries and incumbent Woman Member of Parliament for Serere District, Hon. Hellen Adoa, has today been officially nominated by the National Resistance Movement (NRM) Electoral Commission to contest in the party primaries ahead of the 2026 general elections.
Dr. Tanga Odoi, the Chairperson of the NRM Electoral Commission, presided over the nomination exercise, confirming Adoa’s eligibility and commitment to carry the party’s flag in the hotly contested race.

The nomination took place at the NRM EC headquarters in Kampala at exactly 9:00 AM.

Clad in her signature yellow outfit and flanked by jubilant supporters, Adoa presented her credentials before the Commission and vowed to continue delivering tangible results for the people of Serere.
“I am deeply honored and humbled to be fully nominated by my party to continue representing and working for the people of Serere District. This is a reaffirmation of our collective commitment to development, transparency, and inclusive leadership,” she told journalists shortly after her nomination.

Addressing the media outside the Commission offices, Adoa emphasized that her campaign will be grounded in her development record, not political rhetoric.
“I do not believe in noise-making politics. My performance will speak for me. The people of Serere know that I have walked the journey with them, in health, education, agriculture, and women empowerment. I now ask for their renewed mandate to do even more,” she said.
She called on her supporters to conduct a peaceful, issue-based campaign and avoid political divisions that have historically hindered unity in the district.
“I believe in mature politics. Let the people assess all of us based on what we’ve done and what we offer, not based on how loud we can shout,” Adoa added.
Adoa’s nomination adds weight to the growing list of senior NRM leaders who are seeking to retain their seats through the party’s internal primaries.
According to Tanga Odoi, more than 1,300 aspirants had picked nomination forms by June 4, with many expected to return them for official clearance in the coming days.
“The interest is overwhelming. As a party, we are proud of the democratic path we have taken. Minister Adoa has met all requirements and is now a fully nominated aspirant for the Serere District Woman MP seat,” Dr. Odoi confirmed.
Minister Adoa’s campaign is expected to hinge on her development record over the past nine years in Parliament and her tenure as Minister of State for Fisheries.
Under her leadership, Serere has seen improved access to clean water with over 50 boreholes drilled in rural communities, upgrades in healthcare services including the elevation of Apapai Health Centre III to IV, and consistent lobbying for classroom construction in sub-counties such as Kateta and Labor.
She has also been instrumental in youth and women empowerment through government programs like the Parish Development Model (PDM), where numerous SACCOs in Serere were formed and funded to kickstart micro-enterprises.
In her role at the Ministry of Agriculture, Animal Industry, and Fisheries, Adoa has promoted modern fish farming and access to markets for local fishers, particularly around Lake Kyoga and smaller water bodies in the Teso sub-region.
Across Serere, Adoa’s re-election bid has received growing support from religious leaders, farmers’ groups, youth, and the business community.
“We are confident in her leadership. She doesn’t just make promises; she follows through,” said Stella Apio, a youth leader from Kadungulu. “Her impact in education and agriculture is visible. That is what we want in a leader.”
While some political observers expect a competitive race in the upcoming primaries, Minister Adoa remains confident in her grassroots networks and service-based campaign.
“I respect all my colleagues who are offering themselves, but I will run on truth, work, and impact. The people will decide,” she stated.
