Philip Oucor, the National Resistance Movement (NRM) party flag bearer for Serere County in the 2021-2026 general elections, has called for free and fair elections, emphasizing that a transparent electoral process is the foundation of a thriving democracy.
Speaking during the 10th Anniversary celebrations of St. Peter the Apostle Catholic Parish in Olio, Oucor highlighted the dangers of electoral malpractice, warning that unfair elections often lead to violence, poor governance, and corruption.

He urged all stakeholders to uphold integrity in the upcoming 2026 elections to ensure a peaceful and democratic process.

“A fair electoral process is the bedrock of democracy. When elections are conducted transparently, leaders gain legitimacy, and the people’s voices are truly heard,” Oucor stated.
He called on political actors, the Electoral Commission, and security forces to work together in ensuring that democracy is upheld in Uganda.

Oucor also reaffirmed his unwavering support for the development of the Catholic Church in Serere and the broader Teso region.
He informed Bishop Joseph Eciru Oliach of Soroti Catholic Diocese of his continued commitment to supporting church construction and related activities.
He cited his contributions towards the establishment of Odokai Catholic Parish in Atiira Sub-County and financial support for the construction of Olio Catholic Parish.
In a further demonstration of his dedication, Oucor pledged UGX 20 million to support Serere District Catholic Catechists and announced the purchase of 10 plots of land to facilitate the construction of Regina Caeli.
Oucor also took the opportunity to praise Bishop Eciru for his visionary leadership in the development of the Catholic Church in Teso.
He commended the bishop for his commitment to expanding church infrastructure and fostering spiritual growth among the faithful.
“Bishop Eciru has shown great magnanimity and humility in leading the diocese. His dedication to projects such as the construction of Regina Caeli is a testament to his desire to see the Catholic Church in Teso flourish,” Oucor remarked.
He further called upon church leaders and Christians to continue praying for Pope Francis, underscoring the importance of faith and unity within the global Catholic community.
Oucor further emphasized the need for unity among the people of Serere and Teso at large.
He encouraged community members to work together towards social and economic development, stating that collaboration between religious institutions and political leaders is crucial for progress.
