Barely a week after Hon. David Calvin Echodu clinched the influential seat of National Resistance Movement (NRM) Central Executive Committee (CEC) Vice Chairperson for Eastern Uganda, his close political ally, Mr. Selen Enabu, has been appointed the Resident District Commissioner (RDC) of Kaabong.
The appointment, announced on Thursday, has sent ripples across the political landscape in Teso and Karamoja sub-regions, with many interpreting it as a strategic move that underscores Echodu’s rising influence within the NRM and national politics.

Until his appointment, Selen Enabu had recently secured the NRM flag unopposed for the Soroti City West Mayoral race, a position he was widely expected to win given his grassroots support and alignment with the ruling party.

His redeployment as RDC Kaabong now places him at the heart of government coordination and security oversight in a region that has long grappled with cattle rustling, insecurity, and underdevelopment.
Political analysts suggest that Enabu’s elevation reflects a deliberate strategy by the NRM to place young and energetic leaders in sensitive positions of governance.

“Enabu is not just another appointment, he represents the new face of NRM’s youth energy, loyalty, and organizational strength. His close association with Hon. Echodu shows how the CEC Vice Chairperson is already shaping the political and administrative landscape of Eastern Uganda,” political commentator Andrew Otim Observed.
Echodu’s recent victory in the highly contested CEC elections has re-energized his support base across Teso.
His ability to consolidate support from across districts such as Soroti, Ngora, Bukedea, and Kumi has positioned him as one of the most influential political figures in the region.
Enabu’s appointment is being seen as part of the rewards flowing from that victory, a signal that Echodu’s leadership is gaining recognition at the national level.
Many local leaders argue that such placements will boost the visibility of Teso within the wider NRM structure.
“By having our people like Enabu elevated to key positions, it means Teso has a stronger voice at the table of governance. This is not just about appointments, it is about shaping development priorities for our region,” said a senior NRM mobilizer in Soroti.
Kaabong District, which lies in the Karamoja sub-region, has unique challenges ranging from insecurity caused by armed cattle rustlers to limited infrastructure and social services.
As RDC, Enabu will be the President’s representative charged with ensuring security, coordinating government programs, and mobilizing communities towards development.
While Enabu’s departure from the Soroti City West mayoral race may open the field for other aspirants, his appointment is being framed by NRM insiders as a win for both Teso and Karamoja.
The party believes that placing loyal and tested cadres in key positions strengthens cohesion ahead of the 2026 general elections.
As RDC Kaabong, Enabu will now be judged not only by his political loyalty but also by his ability to deliver tangible results in one of Uganda’s most challenging districts.
