The State Minister for Fisheries and Serere District Woman Member of Parliament, Hon. Hellen Adoa, has once again reiterated her unwavering commitment to improving the livelihoods of the people of Serere as she intensifies her 2026 campaign trail.
Speaking to crowds in Kateta Sub-county, the Minister emphasized that her focus remains rooted in community empowerment, development of the fisheries sector, and the promotion of peaceful political participation.

Addressing residents who gathered for her campaign meeting, Hon. Adoa said her mission has always been to uplift households across Serere through targeted government programs and sustainable economic initiatives.

She noted that Serere, like many rural districts, continues to face challenges of poverty, unemployment, and limited livelihood opportunities, which she intends to confront through strategic sectoral interventions.
“I come before you with a heart committed to service. My pledge is to continue improving your livelihoods by ensuring that government programs reach you, support your families, and open new pathways for income generation,” Hon. Adoa told the voters. “Serere deserves development anchored on unity, empowerment, and responsible use of natural resources.”

As State Minister for Fisheries, Hon. Adoa used the platform to highlight her ongoing efforts to strengthen the fisheries value chain in Serere.
She acknowledged that Serere being heavily fishing-dependent district like others around Lakes Kyoga and Victoria, small-scale fisheries and aquaculture remain crucial for nutrition, income diversification, and rural economic growth.
The Minister reassured residents that government plans are underway to expand aquaculture projects, support fish farmers with quality fingerlings, and enforce measures that curb illegal fishing practices.
She emphasized that the future of Uganda’s fisheries lies in sustainable production rather than exploitation.
“I want our people in Serere to embrace fish farming as a modern economic activity. Aquaculture is the way forward if we are to end illegal fishing and preserve our water bodies,” she explained.
“The ministry is committed to providing support through training, quality inputs, and market access for farmers who are ready to take this path.”
Adoa encouraged local leaders and youth groups in Kateta to organize themselves to benefit from aquaculture development programs, citing the success stories of communities that have already embraced fish farming in other parts of Teso and Eastern Uganda.
In a firm but balanced tone, the Minister used her rallies to advocate for peaceful campaigns and mutual respect among candidates and voters.
She discouraged the defacing or destruction of campaign posters belonging to her political rivals, saying that mature politics should be grounded in respect and democratic tolerance.
“Elections come and go, but as a community, we remain one people. Let us avoid the habit of tearing down posters or harassing supporters of other candidates,” she urged.
“Serere must lead by example in maintaining peace during this electoral season. Every candidate has a right to campaign, and every voter has a right to choose freely.”
Her call was met with applause from residents who expressed appreciation for her mature leadership style, saying it sets the tone for unity and stability during the tense campaign period.
Several voters and local leaders who attended the Kateta meetings lauded Hon. Adoa for what they described as her hands-on, transformative leadership that has brought visible development to Serere District.
They pointed to interventions in education, women empowerment, community development, and improvement of social services as evidence of her dedication to public service.
James Eilu, a youth leader from Ojetenyang Parish in Kateta Sub County, said the Minister’s consistent engagement with young people has won her tremendous support across the constituency.
He highlighted her role in youth skilling initiatives, promotion of sports activities, and linking young entrepreneurs to government programs such as the Parish Development Model (PDM) and Emyooga.
“Hon. Adoa has been a pillar for the youth. She listens to us and involves us in her programs. We feel represented, and that is why we shall continue supporting her,” Eilu noted.
Agwaru William, the NRM Vice Chairperson for Kateta, also praised the Minister for her accessibility and strategic leadership approach.
According to him, Hon. Adoa’s influence has strengthened the NRM structures in Serere and improved coordination between local leaders and national offices.
“Her leadership has transformed Kateta and the entire Serere. She is a leader who delivers on her promises, and we are proud to stand behind her once again,” Agwaru remarked.
Over the years, Hon. Adoa has been recognized for championing several flagship initiatives in Serere, including supporting women groups, contributing to the construction of community facilities, advocating for better health services, and working closely with farmers to improve agricultural productivity.
Her supporters believe that with continued representation in Parliament, Serere will benefit even more from national programs and sectoral investments.
The rallies in Kateta marked yet another demonstration of her strong grassroots support base, with residents turning up in large numbers to show solidarity with the Minister’s reelection bid.
Many expressed optimism that her continued leadership will usher in more opportunities and improved social services for the district.
Hon. Adoa concluded her address by reiterating her appeal for peaceful elections and urging voters to evaluate candidates based on their track record and ability to deliver tangible development.
“We must choose leaders who understand our challenges and have proven their commitment to addressing them. My promise to you is that I will continue serving diligently, transparently, and with the passion you have always known me for,” she said.
As Serere gears up for the 2026 polls, the momentum behind Hon. Hellen Adoa’s campaign appears to be growing, with many residents viewing her as the most grounded and development-focused leader to steer the district forward.
