Daniel Mulalu, the Private Secretary in charge of Political Mobilization to H.E. President Yoweri Kaguta Museveni and Executive Director of the Kazi Ni Kazi Foundation, has officially launched his campaign bid to contest in the 2025 National Resistance Movement (NRM) party primaries for Member of Parliament, Ngariam County, Katakwi District.
The official campaign launch event took place today at Kololo Ward in Katakwi Town Council and drew hundreds of enthusiastic supporters, party leaders, youth representatives, elders, and members of the business community.

With the NRM primaries just months away, Mulalu used the occasion to present his campaign agenda, highlight development plans for Ngariam, and issue a passionate appeal for peaceful and non-violent elections.

Standing before an energized crowd, Mulalu declared his readiness to serve and transform Ngariam through what he described as “practical, people-centered leadership grounded in service, humility, and action.”
He emphasized that his track record in political mobilization and grassroots development speaks for itself.

“I am here today not to make promises but to declare my commitment to a shared dream for a better Ngariam. A Ngariam where every child can go to school, every farmer can access markets, and every youth has a chance at employment,” Mulalu told supporters amid chants of “Kazi Ni Kazi!”
Mulalu’s speech centered around the key pillars of his campaign, education, healthcare, infrastructure, youth and women empowerment, and job creation.
During the launch, Mulalu outlined a comprehensive development roadmap that he intends to implement if entrusted with the NRM flag and ultimately elected as Member of Parliament.
Among the flagship plans highlighted were:
- Education: Construction and rehabilitation of government-aided primary schools, lobbying for more secondary schools, and increased access to bursaries for vulnerable learners.
- Health: Upgrading of existing health centers, provision of essential drugs and maternal health equipment, and lobbying for a modern health facility in hard-to-reach areas.
- Road Infrastructure: Advocacy for the tarmacking of key access roads in Ngariam, opening of new farm roads to boost produce transportation, and maintenance of feeder roads.
- Youth & Women Empowerment: Expansion of the Kazi Ni Kazi Foundation’s vocational skilling programs, increased access to Emyooga and Parish Development Model (PDM) funds, and creation of market linkages for youth-led enterprises.
- Agriculture & Livelihoods: Promotion of modern farming practices, establishment of irrigation systems, and provision of quality farm inputs and training for farmers

“This is not just a campaign. It is a mission to restore hope and dignity to our people,” Mulalu said.
“My campaign is rooted in the needs of the common man and woman, the farmer, the teacher, the mother, the boda rider.”
Amid rising political temperatures in Katakwi District and Uganda at large, Mulalu used the campaign launch to urge all candidates and supporters across the political divide to embrace peace and reject violence during the electoral period.
“We must not allow elections to divide us. Ngariam belongs to all of us. I appeal to my supporters and fellow aspirants to commit to a peaceful campaign. We can compete with ideas, not fists or insults,” Mulalu said.
He noted that political violence stifles progress and called upon security agencies and the Electoral Commission to maintain neutrality and ensure free and fair processes at all stages of the elections.
“Let us show the country that Ngariam can lead by example in conducting peaceful and mature politics,” he added.
Mulalu, a seasoned political mobilizer with deep roots in the ruling party, reminded the audience that he is not new to the political landscape.
Since 2011, he has served on the NRM National Taskforce representing Teso and Karamoja sub-regions and has been at the heart of several national mobilization initiatives.
He also confirmed that President Museveni, the NRM National Chairman, had officially approved his resignation from State House duties, clearing the way for his full entry into elective politics.
“I thank the President for the trust and mentorship. I have now answered the call of the people of Ngariam. I am ready,” he stated, triggering wild applause from the crowd.
Several local leaders from Ngariam County, youth representatives, and women councilors who spoke at the event pledged their support for Mulalu’s candidacy, praising him for being “accessible, development-minded, and a servant leader.”
“He has always been with us even when he was still working at the national level. We believe he is the right person to lead Ngariam into the future,” said Martha Atai, a youth from Palam Sub County.
NRM leaders in attendance commended Mulalu for respecting the party structures and choosing to contest under the NRM flag, a move they said demonstrates loyalty and confidence in the party’s internal democratic processes.
Mulalu’s bid will not be a walkover.
He is expected to face stiff competition from incumbent Ngariam MP and Junior Sports Minister Hon. Peter Ogwang, as well as fellow State House staffer Augustine Otuko.
Political analysts say the NRM primary race in Ngariam will be one of the most hotly contested in the Teso sub-region.
However, Mulalu expressed confidence in the will of the people.
“I trust the people of Ngariam. They have seen my work. They know my heart. And when t
he time comes, they will vote for progress, not promises,” he concluded.
