The body of the late Brigadier General Charles Oluka, who served as Uganda’s Director General of the Internal Security Organization (ISO) from 2020, was returned yesterday to St. Patrick’s Catholic Parish Madera, the church where he exchanged vows with his wife, Harriet Oluka, one year and ten months ago.
Brig. Gen. Oluka wedded Harriet on April 16, 2023, in a colorful ceremony attended by high-ranking military officials, government dignitaries, and loved ones.

Yesterday, the same church became the sacred ground where mourners gathered to pay their final respects to a man they described as a patriot, a devoted Christian, and a family man.

While addressing the congregation, Harriet Oluka, the widow of the fallen General, shared a deeply moving account of her husband’s final moments.
She described him as a caring and God-fearing man whose last act in life was one of faith and devotion.

“On that fateful day, we had prepared to have a Mass at our home. As my husband was signing the offertory envelope, the priest was waiting for us. But before he could complete his signature, he collapsed. That was the last conversation we ever had,” she recounted with emotion.
“He didn’t complete signing the offertory envelope, but perhaps it was because his mission on Earth had already been fulfilled.”
Her revelation left the congregation in deep reflection, as many considered the nature of his passing a sign of his unwavering commitment to God.
The memorial service was presided over by Rev. Fr. Robert Ecogu, the Vicar General of Soroti Catholic Diocese, who praised Brig. Gen. Oluka’s dedication to both God and his country.
“He was not just a soldier; he was a man of deep faith, a man who served God as diligently as he served his nation,” Fr. Ecogu said. “His legacy should inspire all of us, especially those in uniform, to live with purpose, integrity, and devotion.”
Fr. Ecogu also called upon fellow officers and security personnel to emulate Brig. Gen. Oluka’s character, highlighting his discipline, humility, and commitment to national security.
Brig. Gen. Charles Oluka dedicated his life to protecting Uganda’s security and stability. As the head of the Internal Security Organization (ISO), he played a crucial role in intelligence operations, ensuring national safety during his tenure.
His colleagues in the security sector described him as a principled and hardworking leader who upheld the highest standards of professionalism.
“He was a mentor to many young officers,” said one of his former colleagues. “His work ethic, patriotism, and deep understanding of security matters made him an invaluable asset to this country.”
His commitment to service extended beyond security. In his home district of Kalaki, he was known for actively supporting community development projects and participating in church activities.
Many residents remembered him as a humble and approachable leader who always had time for his people.
Hundreds of mourners, including government officials, security personnel, church leaders, and members of the public, attended the requiem Mass to bid farewell to Brig. Gen. Oluka.
His casket was draped in the Ugandan flag, a symbol of the years he dedicated to serving his nation.
The choir sang solemn hymns, and prayers were offered for his soul, as grief-stricken family members and friends stood in silent reflection.
Among the dignitaries in attendance were top military officers who commended Brig. Gen. Oluka’s service and vowed to uphold the values he stood for.
The Teso Affairs Minister Kenneth Ongalo Obote said, “He may be gone, but his legacy will live on. We will honor his memory by continuing his work and safeguarding the peace he fought so hard for.”
Minister Ongalo announced that, the government has pledged full support to the Late’s family and recognized his immense contributions to the country’s security sector.
Following the service at St. Patrick’s Catholic Parish, Brig. Gen. Oluka’s body was transported to his ancestral home in Ousi Village, Kamidakan, Kalaki District where he will be laid to rest in a state funeral.
