Beneficiaries of the Parish Development Model (PDM) in Kadami, Nyaguwo, Kaderin, Agaria, and Odotoi in Kumi District have raised concerns about the insufficiency of funds allocated to the program.

During a general meeting held today at Kadami Primary School, stakeholders discussed issues affecting the program, including reports of mismanagement and deceitful practices.

The beneficiaries argued that the current funding does not meet the needs of their communities, hindering the program’s intended impact of alleviating poverty and improving livelihoods.
“The funds provided are too little to implement meaningful projects. We urge the government to increase the allocation so that more households can benefit,” said one participant.

The meeting also addressed allegations of corruption within the program.
Two individuals, including Nyaguwo Parish Chief Mr. Ediru David and his chairperson Mr. Obwor Nespol, were arrested for allegedly extorting money from members of the Savings and Credit Cooperative Organization (SACCO).
The suspects are accused of demanding payments from SACCO members under the guise of facilitating the PDM process.
James Kyomya, the Deputy Resident District Commissioner (RDC) of Kumi District, condemned the actions of the arrested officials.
“This program is meant to uplift the lives of the vulnerable, not enrich a few individuals through deceitful practices. Those found guilty will face the full extent of the law,” Kyomya stated.
Kyomya called on the suspects to provide explanations regarding the allegations.
He also emphasized the need for transparency and accountability in the management of PDM funds.
“We will not tolerate corruption in programs aimed at supporting our people. The government has a zero-tolerance policy on corruption, and we will ensure justice is served.”
The Parish Development Model, launched in 2021, aims to improve household incomes and reduce poverty by channeling resources directly to the grassroots.
While the program has shown potential in some areas, challenges such as inadequate funding and mismanagement continue to undermine its success.
The RDC assured attendees that their grievances would be forwarded to higher authorities for action, urging them to remain patient and vigilant.
