His Royal Highness Paul Sande Emolot, the Emorimor of Iteso Cultural Union (ICU) appointed former Deputy Information Minister Abdallah Ochoggia as the Director of Planning and Strategic Partnerships at the Iteso Cultural Union Development Foundation (ICUDEF).
ICUDEF, the development arm of the ICU, is tasked with spearheading socio-economic initiatives and programs aimed at improving the welfare of the Iteso community.

The foundation is currently headed by Dr. Peter Eriaku, who works closely with the Emorimor’s leadership to oversee developmental projects across Teso and beyond.

Ochoggia’s appointment comes shortly after his name was dropped in the recent ICU cabinet reshuffle, where several key positions were restructured by Emorimor Emolot.
Ochoggia has now been reassigned to what insiders describe as “a juicy and influential position” within the union’s development wing.

Speaking exclusively to Teso News Network (TNN), Ochoggia expressed his gratitude to the Emorimor for the new role and vowed to deliver results.
“I am honored by this appointment, which comes with the responsibility to mobilize resources on behalf of the Iteso Cultural Union and ensure proper implementation of development activities on the ground. This is a call to action, and I am ready to serve,” he said.
Ochoggia outlined that his mandate as Director of Planning and Strategic Partnerships will focus on building strong collaborations with development partners, government agencies, NGOs, and the private sector to support ICUDEF’s vision.
He noted that the foundation is already working on key areas such as education, cultural preservation, health, and income-generating programs.
The Emorimor’s decision to reposition Ochoggia has been welcomed by sections of the ICU leadership, who see it as a strategic move to strengthen ICUDEF’s capacity to deliver tangible results.
A senior ICU official, who preferred anonymity, remarked: “Ochoggia’s experience in communication and mobilization makes him an asset in his new role. His reassignment is not a demotion but rather an opportunity for him to focus on what truly matters, development for our people.”
