The Iteso Cultural Union (ICU) has cautioned the public to remain vigilant against fraudsters posing as ICU officials and registering unsuspecting community members for the cattle restocking program.
In a letter dated September 11, 2025, ICU Prime Minister Andrew Ocole alerted the Iteso community about unscrupulous individuals moving from village to village, claiming to enlist people for the government’s cattle restocking pledge.

“It has come to the attention of the Iteso Cultural Union (ICU) that certain unscrupulous individuals are moving around villages claiming to register people for the Cattle Re-stocking Program,” the letter stated.

According to reports, these individuals have been extorting money from residents under the pretense of working with ICU.
The union has since informed the Uganda Police Force and other security agencies to investigate and arrest all those involved in this fraudulent scheme.

Clarifying the matter, ICU emphasized that it is not registering anyone for the cattle restocking program.
The restocking initiative remains a Government of Uganda project, which is still under consultation by the relevant authorities.
“What ICU is currently undertaking is the ICU Census Exercise, which began in March and is ongoing,” the letter explained.
“This census is strictly for development planning and policy formulation within the Iteso Cultural Union and other stakeholders. It should not be confused with the government’s cattle re-stocking program.”
ICU has urged the public to report such fraudulent cases immediately to its offices or the nearest police station to ensure legal action is taken against the culprits.
The institution reaffirmed its commitment to safeguarding the interests of the Iteso people, while continuing to collaborate with government and development partners to ensure transparency, accountability, and the success of all legitimate programs.
