Uganda’s President Yoweri Kaguta Museveni has mourned the passing of Brig. Gen. Charles Oluka, the Director General of the Internal Security Organization (ISO), describing his death as a significant loss to the nation.
Oluka, a seasoned security officer, passed away on January 29, 2025, at a time when his leadership was shaping the country’s intelligence framework.

In a heartfelt message delivered by Vice President Jessica Alupo, President Museveni praised the late Brig. Gen. Oluka’s contributions, highlighting his dedication, discipline, and patriotism.

“It is sad that the late Brig. Gen. Charles Oluka died in the prime of his life,” Museveni stated.
“He still had a lot to offer to the UPDF and Uganda at large. The country has lost a true patriot. He has done a commendable job as Director General of the Internal Security Organization.”

Museveni commended Oluka for his leadership in Uganda’s intelligence community, emphasizing his efficiency and good cooperation with the public.
According to the president, these qualities reflected the values of the National Resistance Army (NRA) and the Uganda People’s Defence Forces (UPDF), which regard themselves as a “pro-people army.”
“The UPDF is a guarantor of the legitimate interests of all Ugandans. Therefore, the UPDF is proud of the great legacy of Brig. Gen. Charles Oluka,” Museveni said.
“We not only mourn his demise, but also celebrate his contribution to the peace, stability, and prosperity of Uganda and Africa.”
The president assured Oluka’s family that they are not alone during this difficult moment.
“My thoughts and prayers are with the bereaved family during this moment of loss and grief. May the Almighty God grant you the courage and fortitude to endure your loss. I want you to know that the UPDF is a big family; and therefore, you can bank on it for support, now and in the future,” Museveni added.
Brig. Gen. Charles Oluka was a key figure in Uganda’s intelligence and security sector.
His tenure as ISO Director General saw him spearhead several security initiatives, ensuring that the country remained stable in the face of both internal and external threats.
Having served in various security capacities, Oluka was regarded as a disciplined and committed officer whose work focused on strengthening intelligence operations and fostering national security.
His leadership at ISO was marked by increased intelligence gathering efforts and a crackdown on security threats.
Before assuming the position of Director General in 2020, Oluka had built a reputation for his expertise in counterintelligence and security operations.
His dedication earned him the trust of both the UPDF leadership and government officials, making him a crucial asset in Uganda’s security apparatus.
Following his passing, several government officials, security chiefs, and dignitaries have paid tribute to Oluka, describing him as a hardworking and patriotic officer.
His Royal Highness Paul Sande Emolot the Emorimor of Iteso Cultural Union, echoed Museveni’s sentiments, saying Oluka’s death was a great blow to Uganda’s security sector.
“He was a committed officer who always put the country first. His leadership at ISO was exemplary, and his legacy will live on,” Emorimor said.
The Vicar General of Soroti Catholic Diocese Rev. Fr. Robert Ecogu, also hailed Oluka as a gallant officer who served Uganda with distinction.
“We have lost a great man. Brig. Gen. Oluka was one of the finest officers in our intelligence community. His contributions to national security will not be forgotten,” Fr. Ecogu noted.
