The National Resistance Movement (NRM) flag bearer for Serere District LCV chairperson seat, Eng. Martin Onguruco, has called upon the people of Serere and the wider Teso Sub-region to actively participate in the ongoing National Identification Card mass enrollment and renewal exercise being conducted by the National Identification and Registration Authority (NIRA).
Eng. Onguruco made the appeal on Thursday shortly after receiving his newly renewed National ID at the Serere District NIRA offices exercis one of the officially gazetted registration centers in the district.

Speaking to residents who had gathered at the center, Onguruco emphasized the importance of timely registration and renewal, especially as the country prepares for the 2026 general elections.

“The National ID is a key document that identifies us as Ugandans and enables us to access various services, including voting. I therefore urge everyone to take part in this exercise before it’s too late”, Onguruco said
He further highlighted that the renewed National IDs come with enhanced security features designed to curb fraud and strengthen the country’s identification system.

“The new IDs are more secure and user-friendly, the process is absolutely free of charge, so I encourage everyone especially the youth and first-time registrants to take advantage of this opportunity,” he added.
Addressing public skepticism surrounding the program, Eng. Onguruco reassured residents of the government’s transparency and commitment to protecting citizens’ data.
“There’s no need for fear or mistrust. This is one of the government’s key initiatives aimed at improving service delivery. Let’s embrace it with confidence,” he said.
Several residents who turned up at the NIRA offices expressed appreciation for Eng. Onguruco’s leadership and hands-on involvement in the exercise.
“We’re happy that our leaders are leading by example. Seeing Eng. Onguruco renew his ID here gives us confidence that the process is genuine and beneficial,” said one of the residents at the registration center.
The ongoing mass enrollment and renewal exercise, which began in May 2025, targets both citizens renewing expired National IDs and first-time applicants across the country.
NIRA has urged all eligible Ugandans to complete the process early to avoid last-minute congestion as the 2026 elections approach.
Eng. Onguruco concluded by calling on local leaders, community mobilizers, and youth representatives across Teso to sensitize residents about the importance of the exercise.
