President Yoweri Kaguta Museveni has commended the leadership and people of Ngora District for their steadfast commitment to implementing government programs and advancing service delivery under the National Resistance Movement (NRM) administration.
Addressing thousands of supporters at a rally in Ngora on Tuesday, the President said he was impressed by the visible transformation taking place in the district, particularly in the areas of infrastructure, education, and rural electrification.

“I want to thank the leaders of Ngora for following up on government programmes. You can see that electricity, schools, and water projects are reaching every corner of this district,” Museveni said, to applause from the gathered crowd.

The President highlighted Ngora’s near-complete electricity coverage, with only two villages yet to be connected to the national grid, as a shining example of effective coordination between local leaders and the central government.
He also praised the ongoing water supply projects in Mukura and Kondu parishes, noting that such investments would not only improve household welfare but also enhance agricultural production and food security.

Museveni reiterated that the NRM’s development vision continues to revolve around economic transformation through infrastructure development and wealth creation.
He said the party’s upcoming manifesto builds on six and a half decades of ideological clarity and more than 40 years of practical achievement in transforming Uganda from instability to stability and development.
“Our former battlegrounds are now places of development,” Museveni said. “The major road networks, including the Kumi–Ngora–Serere–Kagwara–Mogondo route, are already funded and will soon be constructed. Once completed, they will open up trade and create more opportunities for our people.”
The President also underscored the government’s continued investment in education and health sectors as the foundation of long-term growth.
He revealed that Ngora now boasts 59 government primary schools and 6 government secondary schools, with plans to ensure every parish and sub-county has at least one functional public school.
“The education of our children is the best inheritance we can give them,” he said. “With education and health, our people can engage productively in wealth creation and move away from subsistence living.”
During the same function held at the BKC Grounds in Ngora District, President Museveni officially handed over the NRM party flag to Ngora County MP, Hon. Juliet Achayo Lodou, confirming her as the party’s flagbearer for the 2026 general elections.
Speaking moments after receiving the flag, Hon. Achayo expressed deep gratitude to the NRM leadership and the people of Ngora for their continued trust and support.
She pledged to serve with renewed vigor and an even stronger commitment to poverty eradication and household empowerment.
“I am deeply humbled by the confidence my party and my people have placed in me,” Achayo said. “As I have always done, I will continue to focus on empowering households economically because only through empowerment can we permanently defeat poverty.”
The legislator said her work in the past years has been guided by the NRM’s vision of transforming rural communities through practical, people-centered development.
She pledged to build on her past achievements in infrastructure improvement, education support, and women and youth empowerment, promising to make poverty eradication her top priority in the next term.
“My greatest joy will be to see the people of Ngora rise out of poverty,” she added. “We must work together through organized groups, cooperatives, and community projects that align with the NRM’s agenda of socio-economic transformation. I will not rest until our people can live better, more dignified lives.”
Achayo lauded President Museveni for what she called “visionary and transformative leadership” that continues to steer Uganda on a steady path of progress.
She particularly praised government programs such as the Parish Development Model (PDM) and Emyooga, saying they have significantly improved household incomes and promoted self-reliance among rural communities.
“President Museveni has shown us what true patriotism means,” Achayo remarked. “His strategies are designed to uplift every Ugandan, and his leadership has given us the tools to fight poverty and empower our people. I am proud to be part of a movement that prioritizes development at all levels.”
She further committed to strengthening service delivery in key sectors including health, education, and road infrastructure.
Achayo said her office would continue to advocate for quality schools, well-equipped health centers, and reliable transport networks that facilitate trade and connect rural communities to markets.
“We must ensure that our children have access to good education, our mothers can receive quality healthcare, and our traders can move freely on reliable roads,” she said.
“Development is not a privilege but a right, and I will continue to ensure that the people of Ngora benefit from every government initiative designed to improve their livelihoods.”
President Museveni concluded the rally by calling on the people of Ngora to remain united and support leaders who are committed to the NRM’s principles of patriotism, service, and socio-economic transformation.
He urged residents to make full use of government programs and to embrace commercial agriculture as the backbone of rural wealth creation.
“Development is a shared responsibility,” Museveni said.
“The government is doing its part by building roads, schools, and health centers. Your part is to use these opportunities productively so that together, we can achieve total transformation.”
