The Iteso Cultural Union (ICU) has entered into a landmark agreement with Livingstone International University (LIU), aimed at expanding higher education opportunities for the people of Teso through special scholarships and strategic educational collaboration.
The Memorandum of Understanding (MOU), signed at the ICU headquarters, was witnessed by His Highness Emorimor Etomeileng Paul Sande Emolot, the Vice-Chancellor of LIU, Dr. Buregea Bin Rwakenda Henri, ICU Prime Minister Andrew Ochole, and members of the ICU education department.

Under the deal, LIU will offer a full scholarship to one in every ten students recommended by the ICU and a 30% tuition discount for all other new or fresh students from Teso who enroll through the cultural institution.

Livingstone International University, based in Mbale City, is one of Uganda’s leading private universities, known for its Christian foundation and commitment to producing graduates with professional competence and ethical integrity.
Welcoming the LIU delegation, His Highness the Emorimor said the partnership fits perfectly into ICU’s 10-year strategic education program, which seeks to address school dropouts, improve academic competitiveness, and build a strong human resource base for the region.

“Today, on behalf of the institution, we are privileged to have the leadership of Livingstone International University here,” he said.
“This is a golden opportunity we cannot allow to slip away. Our focus is to ensure that every child goes to school and that no one drops out because of financial challenges.”
His Highness Emorimor highlighted that Teso continues to face challenges such as high dropout rates and low competitiveness of graduates in the job market.
He revealed that ICU has been working with clan leaders to monitor learners from primary level, even following up on those who miss school to understand and address their challenges.
The His Highness Emorimor added that ICU plans to launch the Emorimor Education Fund on October 22 during the kingdom’s 10th anniversary celebrations, with the goal of supporting disadvantaged learners until they complete their studies.
He also urged LIU to work closely with the ICU in monitoring enrolled students, noting: “If any of our students face financial difficulties, before they are sent away, please contact us so that we can stand in and support them.”
Dr. Buregea Bin Rwakenda Henri, LIU Vice-Chancellor, pledged that the university would not only offer scholarships but also work to encourage the people of Teso to pursue education as a foundation for personal and community transformation.
“We will continue to lead this partnership so that whatever we do, the people of Teso are encouraged to go to school, improve their lives, and contribute to Uganda and beyond,” he said.
He emphasized that LIU’s Christian-based training will help produce graduates with integrity, noting that society needs professionals who “talk the truth and do the right things” in an era where corruption is rampant.
ICU Prime Minister Andrew Ochole called on the Iteso community to take full advantage of the scholarship program. “You come to the ICU Department of Education and she will be able to draft for you a recommendation letter,” he said, adding that the MOU signing marks the beginning of a long-term education partnership.
