Kapelebyong Approves Over Ugx 20 Billion Budget for 2025/2026 FY

On May 28, 2025, Kapelebyong District Council approved a budget exceeding Ugx 20,039,050,971 for the Financial Year 2025/2026.
The motion for the budget approval was introduced by the Secretary of Finance, Ms. Aliano Teddy and seconded by Ms. Amuko Aseri, councilor representing Akore TC and Akoromit SC, during a council session chaired by Mr. Okiru Richard, the District Council Speaker.
The approved budget reflects an increase from the Ugx 19,933,340,000 allocated for the ongoing 2024/2025 Financial Year, showcasing the district’s commitment to enhancing public services.
The revenue sources for the approved budget are diverse, consisting of local revenue amounting to Ugx 439,228,000, Central Government Transfers totaling Ugx 19,236,865,971, Other Government Transfers of Ugx 155,440,000, and External Financing at Ugx 207,039,050.
According to the departmental breakdown, Education department has been allocated the largest share of the budget, with Ugx 8,827,050,000 designated for its priorities in the work plan.
The health department received Ugx 3,424,910,000, while the administration was allocated Ugx 2,999,447,000.
The Roads and Engineering department received a substantial allocation of Ugx 1,574,485,000.
Additional budgetary allocations include Ugx 235,181,000 for Finance department, Ugx 610,915,000 for Statutory Bodies, Ugx 926,527,000 for Production department, Ugx 723,162,000 for Water, and Ugx 264,345,000 for Natural Resources department.
Community-Based Services received Ugx 179,890,000, Planning was allotted Ugx 113,232,000, Internal Audit secured Ugx 73,576,000, and Trade received Ugx 86,329,000.
Ms. Rhoda Oroma, the Chief Administrative Officer of Kapelebyong, noted that the budget increase results from the district’s improved performance.
“In the 2023 local government assessment, we ranked 146th out of 176 local governments in the country, but we improved to 56th in the 2024 assessment, signifying our increase in the budget” Ms. Oroma stated.
Kapelebyong District Chairperson Mr. Akorikin Francis described the budget as equitable and well-suited for serving the community.
The budget aims to enhance the road network, improve access to clean water, and strengthen the implementation of transformational initiatives such as the Parish Development Model, among other priorities.
